ADM Publishes Updated Fixed-Odds Betting Protocol

Italy’s Agenzia delle Dogane e dei Monopoli (ADM) published version 5.1 of the Protocollo per le Scommesse a Quota Fissa (PSQF) on July 6, 2026. The document sets technical specifications and procedures for the fixed-odds betting sector. It applies to all operators and concessionaires active in the category.

The protocol covers the technical rules for data exchange and the procedures inside the fixed-odds management system. Operators must match their internal systems to these standards to stay compliant.

By contrast with earlier updates, ADM gave no transition date or grace period in this release. The regulator also did not specify what changed from the previous version, though the file name (v5.1) points to an incremental revision rather than a full rebuild.

Another element absent from the release was any enforcement detail for systems that fail to meet the new standard. The full document sits on ADM’s institutional website for operators and concessionaires to review.

Compliance and technology teams face one clear task now: compare the new protocol with current systems and flag gaps in data exchange, reports, or operational procedures. No regulatory clock forces the timeline yet, but the gap remains real.
