Veikkaus Adds OpenBet RG System Before Finland 2027 Reform
Veikkaus will deploy the latest version of OpenBet’s Neccton AI-supported responsible gambling system across its digital and retail channels, the companies confirmed on 16 June 2026. The move follows Finland’s newly approved Gambling Act, which raises operator obligations on early identification of risky behaviour and active intervention when risk indicators appear.
Neccton is built to detect potentially risky gambling behaviour in real time, generate automated alerts, and support player interventions. The system summarises behavioural data, risk markers, and historical context in plain language, with AI-assisted explanations for compliance teams and human oversight retained throughout.
Susanna Saikkonen, Vice President for Sustainability at Veikkaus, said the operator’s gambling safety model centres on early risk identification and offering players “both support and concrete limitations.”
“The Neccton platform provides us with an ISO-certified, extensively security tested and scientifically validated tool that strengthens our ability to identify risk and support our customers in gambling responsibly,” Saikkonen said.
On the partnership side, the Neccton deployment extends a relationship that started in May 2025, when OpenBet took over Veikkaus’ next-generation sportsbook system and Managed Trading Services across digital and retail channels.
Dr Michael Auer, Managing Director of Neccton at OpenBet, said operators must now demonstrate how they actively prevent gambling-related harm. “The latest version of the Neccton platform enables real-time, data-driven intervention and measurable duty of care,” Auer said.
For Veikkaus, timing is central. The operator is in preparation for Finland’s expected 2027 market liberalisation, while the newly approved Gambling Act increases obligations to identify and address risky gambling behaviour early.

That is the right move, because early-risk detection will not remain a checkbox once more operators enter the market.
