Konami Files First Japan Supplier Licence Bid Ahead of MGM Osaka
Konami Gaming Inc. submitted manufacturer licence applications to the Japan Casino Regulatory Commission (JCRC) on July 8. The company says it is the first gaming equipment maker to file with the regulator, and the first to file across all applicable manufacturer licence categories. Konami Gaming is the Las Vegas based subsidiary of Konami Group Corporation.
Construction is underway on MGM Osaka, the integrated resort led by MGM Resorts International and Orix Corp. GGRAsia reported that the project remains Japan’s only approved casino resort and is scheduled to open in 2030.
Japan’s IR market is still in its early stage, since the JCRC issues licences to both casino operators and suppliers under the country’s implementation framework. Konami’s filing sets a reference point for other equipment manufacturers that plan to enter the market before MGM Osaka moves closer to launch.
Lori Olk, senior vice president and chief compliance officer at Konami Gaming, said the early filing reflects the company’s readiness to work within Japan’s regulatory framework from the outset. She said Konami approached the process with a focus on transparency, preparation and alignment with JCRC standards.
Tom Jingoli, president and chief operating officer at Konami Gaming, said the submission required coordination across several business units and jurisdictions. Konami said it invested in localisation, documentation and operational planning to meet Japan’s legal, regulatory and cultural requirements.

Konami’s move is less about paperwork than about timing. MGM Osaka is still the only approved integrated resort, and supplier selection has not started at scale. Early licence approval gives Konami a head start once procurement opens, and sets a benchmark other manufacturers now have to match. Suppliers that submit partial applications risk a slower path into the market. For suppliers that treat Japan as a long-term priority, documentation speed may prove as important as product quality once MGM Osaka approaches its 2030 opening.
