ADM Hosts G7 Regulators as Illegal Gambling Tops Agenda

Agenzia delle Dogane e dei Monopoli (ADM) hosted the semi-annual G7 Regulators Roundtable at its Piazza Mastai headquarters in Rome on May 21 and 22, with delegations from G7 countries present for two days of sessions.

The discussions covered the main pressure points for European regulators: illegal gambling, match-fixing, predictive markets, advertising rules in Italy, and payment systems across land-based and online channels.

On May 21, several delegates attended ADM’s States General session dedicated to gaming, which offered a forum for the exchange of regulatory approaches and oversight tools. On May 22, international delegations met directly with ADM’s Gaming Directorate.

The agenda also addressed the interaction between regional and local rules on the territorial distribution of gaming halls, a point of particular relevance in Italy, where gambling regulation involves multiple layers of authority rather than a single national framework.

ADM confirmed the meeting reaffirmed multilateral cooperation between regulatory authorities as a tool for joint oversight of a sector that continues to evolve and operate across borders.

This was not a policy announcement, but the agenda shows where regulators converge. Illegal gambling, match-fixing, payments and advertising remain the areas most likely to produce tighter controls for operators and suppliers. Compliance teams should note the inclusion of predictive markets: regulators now treat that category as part of the wider gambling-risk conversation, not a separate financial or entertainment product. For operators with Italian exposure, the advertising and territorial distribution points on the agenda deserve a closer look.
